where can you politely cold approach women and they are open to it?

phillipines,yes.

mexico,no.

colombia,yes I've heard.

By cold approaching, do you mean walking up to a stranger directly and off the bat tell them you are sexually interested? Or does it also include meeting somebody through other social actions besides spontaneously in the street?

Both.my half iranian half polish friend said polish people expect you to cold approach girls,and girls are open to it.

Mexico: no? Either things have completely changed since I was there ten years ago, or you really need to consider how subjective this topic is. I was in rural Guanajuato state, and the women there were extremely interested in me. Wherever I went you could feel it. I did friendly things like wave to them and whatnot and they all seemed OK with that. They all seemed like they were pretty easy to meet. Granted they were very shy, so maybe someone would misinterpret that as not being receptive.
