There are cultures where hygiene and bathing have an almost sacred meaning. Japan springs to mind, but most modern Muslim countries like Turkey and Iran as well.

With my wife I have also found that in Colombia, where the weather is so hot and humid and water so abundant, it is unconceivable for a man or woman not to have a shower or bath at least once a day. Most modern offices in Medellin, Cali or Barranquilla have showers and many employers use the facilities in the middle of the working day.

I would hope you're not limiting your definition of scum to the folk you mentioned. Scum rises to the top throughout society, as demonstrated in part by women's mating choices.

During my time there, I met a fellow new employee, a 19-year old girl who was seven months pregnant, and her new boyfriend, another employee who'd been working at the factory for a few months. He is not the father of the child; an unemployed drug user is. Her new boyfriend met her on her first day of work and was smitten with her, baby bump and all. From all appearances, the new boyfriend looks forward to shouldering all the responsibilities that the drug-using baby daddy, who pumped and dumped the girl, will be able to avoid due to both who he is as a person, and what he has (or doesn't have, rather) in the way of economic providence.

I may agree with you that the unemployed junkie dad is easily defined as "scum". I'm actually Italian and the UK is where I live. I can assure you every young Brit worth his salt (or his jizz) will steer very well clear of those particular categories of single moms.
