Compared to Manila, Cebu is clean, but still seems dirty to me just because I live in
a pretty rural area. The beaches you are talking about are around the hotels on Mactan.
Some of them are ok, but not as clean as Bohol. In fact, much of the white sand at
the hotel beaches on Mactan is not natural- it is barged over from Bohol.
