Living and Working in South America with IT Expertise?

I'm a 30yr Black professional in the IT Field, Software Developer. I would love to hear any feedback as far as working and relationship w/ men of color, particularly Ecuador, Colombia, Peru or Chile. I love Latin women and the lifestyle. I'm ready to move on from the United States and something else. Currently I'll be enrolling to take Spanish classes to speak some level of Spanish. I'm also in the process of starting my own Company doing S.O.A, mobile and traditional web sites using .Net (MVC Guy). Any feed back would be greatly appreciated.

They do a lot of work for the US, so somebody with dev skills and perfect fluency in English as well as good spoken Spanish would be no less than a godsend.
