I found out about this when I was doing some research on Irvine. The video talks about the old military base (El Toro) out in orange county that back a few decades ago dumped toxic chemicals in the underground plumes.

The US Navy allocated $30 million for the TCE cleanup, it'd have been in place years ago if not for the NIMBY residents at Woodbridge HOA. They have 2 lakes there that draw underground water and the Navy offered to install a water treatment center there, but the residents rejected and a new site had to acquired across Jeffery Rd. I live in Oak Creek, right across the street from Woodbridge.
As for the El Toro base itself, their solution to the ground/soil issue is to simply build a park over it and top it off with a balloon. ;p
