Is the Speed of Light Not Constant?

Are the speed of light and Planck's constant changing over time? Were they set as constants by fiat by the scientific community in opposition to real data?

Yes, it is designed to prop up the Relativity bullshit and all their nonsense cosmology, and they conceal the fact by defining a meter as the distance light travels in a certain time.
