Probably an entrapment operation. Police with too much time on their hands recruit senile fools into a silly conspiracy plot, same as the senile fools (ncluding at least one in this forum) sucked into QAnon and the Jan 6 insurrection, then police get publicity and promotions for successfully foiling the plot.
