Yes, that is possible that it was restricted on the video owner's side. I also noticed Japan often blocks content on copyright grounds. (I thought of that too, so point acknowledged for politeness. )
Nonetheless (and as FYI to anyone else who does want to see the video in the original link), switching to a VPN outside Japan immediately made the original video viewable with no problems in literally seconds after a quick reload of the page, like I said.

Japan does not filter anything which is delivered on a private internet line, only free-wifi sites in Japan blocks some porn etc. but surely nothing which has to do with Russia and Putin talk etc.

Your making subjective remarks about what most Japanese do or don't care about or approve of doesn't have any objective impact on what content actual authorities do or do not block access to in Japan.

I have come to the conclusion the west is slated to loose the next great war and it was planned long ago, it would not surprise me if all the chip factories were sent over to Taiwan to trigger this on purpose with China.
