It's all theatre, they have unlimited digits to build the police state for UN 21. The whole system is to make you believe they have limited funds. It's when the elstupido's figure out they are running a counterfeiting operation they have a problem so they just add toxins to everything and hope the IQ drops fast enough so the populace is so stupid it does not even know what #'s are used for .
