It's more of a sign of the times than a sign of anything specific. Certain events (like no US carriers being fielded) become dramatic examples for the realization of a broader trend: The US is in decline as a global power (which everyone except the most brainwashed American knows). Soon to be replaced by Russia in the West and China in the East.

Of course America still CAN field carriers. That isn't really the point. The point is, they aren't doing it. They theoretically COULD have stopped Russia in Syria, but they didn't dare. They COULD have stopped Russia in Ukraine/Crimea, but they didn't dare. They COULD stop China in the South China Sea, but they don't dare. (I'm not saying I think America was right in Crimea and Syria, I just know that America wasn't happy with how things went in both those arenas, and yet they weren't able to stop it.)

America has lied a few too many times to its friends. America has burned a few too many bridges. America has earned a few too many enemies. No one on the global stage actually likes America. Certain countries support the US (Saudi, UAE, Israel, etc) but only for their own personal gain. America bullies everyone, and surprise surprise when America's bad conduct starts catching up to it, US leaders don't have the guts to pick a fight with someone like Russia or China, because they know that if they started a war, every country on earth would have to pick sides. And the countries with the big militaries (Russia, China, Brazil, Turkey, (I don't know about India)) don't particularly like America, since they've been pushed around a few too many times by old Uncle Sam. "Karma" is often what it's called.
