The thing is, if these people started doing policework differently than the current style, the "old guard" would have a fit. Another thing is that anyone involved would likely blame those changes for ANY problem that came up- never realizing that there are times where a trade-off happens.
For example:
If the new generation stopped strip/cavity searching people that get brought in on suspicion of a crime & there'll be less negative returns on that level. For one thing, it's less occurrence of an unsung issue (since properties don't change by designation- just like it's still murder if a doctor poisons someone with a needle). Call it what you like, but it DOES amount to an extrapersonal comportment of a situation to generate visual access to and/or physical contact with "sexual areas" (best phrasing I could think of, the "bikini-area" for women & the"speedo-zone" for men is what I mean)- this is NOT generally proportionate to what someone's done, IF they've done what they're accused of, and this is frequently directed at someone BEFORE any ascertaining of guilt. As in any other situation like this, there can be problems generated- taking it out on others (wouldn't be surprised if some of the rapes in prison have something to do with that), drug use or a re-invigorated habit, depression, basically the same things that happen in less "politically correct" cases of ).
The other side is that more things could be brought into jail/prisons/juvenile detention areas (not that plenty isn't brought in or moved around by guards & the people that work there). Sure, it COULD make prison less safe of a place- but then confinement isn't a state of safety in the first place. Another point is that even IF America started building separate facilities for those not yet convicted (because it DOES build jails pretty quickly- look at Katrina), people might still get all agitated as if they were being affronted by the ingress of these items. They don't want to picture themselves as the prisoners, so they picture themselves as the guards & facilitate whatever might be useful to them- even if there's blowback & it might defeat the purpose. I notice a lot of people act like potential utility is an absolute indispensable & completely ignore the potential utility in changing the manner of doing things- it's almost like it's traumatic for them to change anything, even if it's something they never encounter in their day-to-day lives.
This is just one example. If the next generation didn't gun someone down when they had their hands in the air, that would likely be a problem. If they didn't trust their lives to someone that electrocuted someone to death with a taser or was trying to rape & eat people, that would likely be a problem. If they just wanted to let two people sort out their own problems & have a fist fight, that would likely be a problem. If they weren't going to shoot themselves & call it "the war on cops," then lock down a neighborhood, making people prisoners in their own homes- that would likely be a problem. I'm probably missing more than a few things, but I don't see the former generation telling their successors not to behave the same way they did. I think there's, if nothing else, a lot of narcissistic personality traits at work & people forget that victim-blaming as well as playing victim can be part of that.
