I read an unclassified paper about this in the early 1980's, in the Council of Foreign Relations (CFR) journal called "Foreign Affairs". The paper argued that now that weather control had become possible as a weapon, there needed to be a regime to manage or allocate good weather, precipitation etc between countries.

Typically, unclassified papers like this are used to bring classified work out into the semi-public arena, to allow some discreet discussion.

Anyway, this covert weather management is treason, and needs to be dealt with as such.

the problem I have with proponents of "Man-Made Global Warming" is not about the "Man-Made" part.

It is that they willfully or blissfully ignore contrails and HAARP.

In other words, if you want to discuss arson, shouldn't you first identify the guy with the matches and the can of lighter fluid?
