Exactly. So it's not just the higher danger profile western part such as Zamboanga Peninsula as Taco suggests. Mindinao in general can be risky, esp. when you get out of more secure central city areas. Samal is just a hop skip and a jump from the city reputed to be safest in all the Philippines!

All these Muslim terrorist groups in Southern Philippines are linked to islands with Islamic population and to motorboats.

No place which can be reached easily by motorboat, like these resorts in Samal near Davao, are safe. These gangsters appear suddenly out of nothing from the sea and are gone back within a few minutes.

The Muslim population living on these islands knows of course who they are, where they are, but they are afraid and remain silent.

The only what you can do about it as a foreigner is not to go there - or if you want to visit those islands in Southern Philippines, go back early evening and stay overnight in a good and guarded hotel in Davao City.

It's not only about Philippines, these criminal groups are entering also Eastern Malaysia by motorboats, attacking resorts and even entire villages and kidnapping people, not only foreigners but also locals.

Kota Kinabalu in Eastern Malaysia is still OK, but not so sure about if you continue to the East from there.
