One proof of NPCs is this: What if no one wantsed to be a garbage collector of sewage worker or bus driver or truck driver or soldier? Then society would break down and not function the way it does. So the matrix has to program a certain percentage of NPCs to do each job, even if the job is unpleasant and no one wants to do it. If everyone only wanted to do nice jobs then society would collapse. So NPCs have to be programmed to fulfill all necessary jobs no matter how dirty or unpleasant. Also why doesn't everyone walk into a store or subway station at the same time? They don't because the matrix has to space out the traffic and flow of NPCs to keep things running smoothly and not clog things up. This means most people have to be programs.
