I don't understand why Tsar got so much attention here and why there were so many threads about him. Why did you guys give him so much attention? Why was he so interesting? I found his posts incoherent and just full of strange ramblings that had no point or meaning.

Just a quick heads up about Tsar. I met him in person while he decided to visit Manila, in his relentless world roaming. Apparently, he had been "invited" by MarcosZ to see the Philippines because of the welcoming people and the higher than average chances to find a decent girl who would accept him for what he is.
And what he is, unfortunately, is a sick man. He has multiple mental conditions who prevent him from thinking straight, most of the time. For the time he lived in Manila, about 3 months if I remember well, I tried my best to take care of him and remind him to take his medication, which actually normalized his behaviour quite a bit. His downfall has been that he is just not constant in taking that medication. And when he stops, the "voices inside his head" start yapping again. He starts getting vision from gods and goddesses from exotic cultures, sometimes pushing him down, sometimes elevating him to god-like status.
The theme of finding an underage girl is always there, it won't go away because his condition will never go away, especially if he is not disciplined with his medication. The good thing I found out is that, given his meek and benign personality, I am 99.99% sure that none of what he says or preaches will ever turn into action. If he had pushed through with one of his plans of approaching teenagers or pre-teens in a public park, by now something unpleasant would have happened to him. The fact it never happened is comforting, at least.
All I can say about the man is that he is a good guy. He is quite good looking, albeit - his words - he lacks masculinity. He is soft spoken and certainly has an above-average intelligence and creativity. His problem, his only problem is that he is almost never under medication and he lets his conditions take complete control of his mind and his behaviours.
Once I realised that there was nothing, absolutely nothing I could do to help him and improve his quality of life for longer than a couple of days (at best), I gave up. I am reluctant to even talk to him again, since his requests for "help" and "advice" are only rooted in his delusions. What makes me tha saddest is, even his parents kind of gave up on him and basically allow him to roam the world unmedicated. He is not dangerous, he is not a bad person, either. Unlike millions of young adults like him, he is just unable or, better, unwilling to care enough about himself and keep his conditions at bay.
Whether you ban him or not, it's irrelevant to his life. The way I (and Lucas, and PixelDude, and MarcosZ) see it, nothing will ever change until someone from his family literally picks him up from the nape of his neck, wherever he is hiding, and takes him to a clinic in the US, where he will be forced to medicate under strict supervision. And even then, it's only until his next "lucky escape".
Very, very sad.
