"A U.S. citizen has argued before Canada's Immigration and Refugee Board in Vancouver that he should be granted refugee status over fears that he will be killed in his home country by police because he is black."

His chances of being killed by another black man are much greater than being killed by the police. I imagine the Canadian authorities might be hesitant to set a precedent which could lead to thousands or millions of African American refugees flooding their country.
