They look mixed. But look at the size of Russia and how far east their territory goes into Siberia. It could be the western part is better developed and the further east you go, the military becomes a better career option comparatively, but I haven't researched the topic.

That's a theory I hadn't considered. That said, it does historically rhyme with the meme of the "Asian horde".
