However people living in these both countries are not very communicative, even not among themselves.
Not be able to live in Taiwan because you cannot speak Mandarin? You could say the same here in Japan, if you cannot speak AND read Japanese and if you don't have a family you will be an illiterate. Out of the few countrymen from my own native country in Europe who decided to live permanently in Japan, all of them as far as I know them are married with Japanese women and have a regular job/income.
Taiwan and Japan are not so bad if you stay there as a visitor only for a short time as a tourist and it might be an interesting experience, but to live there as a foreigner and to earn a reasonable income is another very different and not such an easy issue.
