The Outlaws are worldwide with roots in Syria, Afghanistan, and Iraq and were behind innumerable terrorist acts on American soil including 9/11 and also the 1993 World Trade Center bombing; they were even behind the bombing of Pan Am Flight 103 and they perpetrate the majority of terrorist attacks in Syria, Afghanistan, and Iraq.
