I guess everytime he gets kicked out of another bar he comes here to blame the government. When he says physical handicaps and developmental disabilities he's sugar coating his untreated mental issues. He needs to get help. And he can join forums for the mentally ill unfortunately Winston allows him and DanC to stay. Their spam makes the forum lose a lot of credibility and does them no favors in the long run. We have sometimes reports about for example a blind person and his guide dog, who was kicked out for no reason even from restaurant and even from a McDonalda - other ones were refused to use a public bus with a wheelcar and so on.

However these handicapped people were never fined for that, more the opposite, it is the restaurant or the bus company which is breaking the law...

The US government is way to the other extreme with handicapped people. If you have a business with more than 15 employees, they force you to spend a lot of money, if necessary, to provide 'reasonable accommodations' for handicapped people. University professors have to double test time if a student is diagnosed with 'test anxiety' or anything else they can get a doctor to approve and get the relevant department on campus to issue guidelines for.

There is not a lot of pushback for 'emotional support animals' either. Legally, only specific physical handicaps are associated with legal protection for bringing animals into public places. The blind can have seeing eye dogs. There may be some other categories. Restaurant owners may be putting themselves at legal risk if someone brings in an emotional support animals that mauls a customer, since the sign says no dogs allowed except for certain exceptions, then they let an unauthorized dog in that bits someone.

If you are in a tough university program and want more time on tests, you can go to a psychiatrist, tell him you have test anxiety, get a letter, and get more time on tests.

If I am not mistaken, Indonesia had a law that a computer programming company of a certain size had to hire someone in a wheelchair. It was a ridiculous, probably unenforced law that, as I understood it, did not allow for whether or not anyone in a wheelchair applied for the position.
