Can I borrow money from US bank?

I have 100k mortgage withan australian bank and interest rate is around 7-8%, official interest rate set by australian central bank is 4.25%

What are the interest rates in US(i believe it is less than in AUS but not sure by how much) and would it be possible to get money from
US lender even though Im not american and property is not in US
