I called Bank of America today and asked them has anything changed in regards to their policy of using a "sister bank" and pulling out money with zero fees.
They said nothing has changed except VISA now charges a percentage to convert. The lady explained to me since they have no international presence they have to rely on Visa to do the conversion and they can't control any changes that they do. As an example she said if I pull out $100 from a Santander in Mexico, the total amount that would be charged to my account is $103.
So no you are still not charged an ATM fee if you're with Bank of America, but you are charged seems like 3% thanks to Visa.
