It does NOT say they are ditching the dollar. They are introducing a digital currency as an alternative to the dollar and the president specifically says they are NOT getting rid of the dollar. The RT is merely speculating within a "news story" that they may intending to ditch the dollar in the long term.
A short history lesson in the use of currencies within banana republics will tell you why they will NOT ditch
the dollar unless they were replacing it with another external currency like the Euro. The Russian Ruble will not be on the list! lol

Ecuador's economy would collapse in short order the moment they announced replacement of the dollar with their own national currency.
