The good thing about this is they are targeting mainly blacks and mestizos. However, notice the implicit Malthusianism and anti-humanism. For one thing, what is wrong with teen pregnancy? Teenaged females are young and strong, at the height of their fertility. Arguably only they should be having babies. The fact that the CDC is doing this implies they regard the next generation as a disease. Perhaps something would have to be done about overpopulation, but once you internalize Malthusian values, your society's path to extinction is pretty much assured.
