Is CO2 Bad?

I read carbon dioxide is 0.04% of the atmosphere. there are plenty of environmentalists that want to sound the alarm over an increase in carbon dioxide in the atmosphere.

I can understand being concerned about poisons like ozone and carbon monoxide and various other chemicals being spewed into certain areas near where people live or into the atmosphere in general.

But is the concern over carbon dioxide mainly hype and the powers that be hype It Up by funding the scientists that are concerned about it and not funding the scientists that are skeptical about global warming? is there a combination of a self-fulfilling prophecy in a bandwagon effect where certain politicians have heard the alarm is scientists and get the impression that the Skeptics are crackpots and so they only fund the alarmists thinking that that is the real science?
