Does anyone have inside knowledge of why HR departments and their seemingly bizarre hiring processes were instituted during the 1990s? Obviously it has nothing to do with productivity, and it seems the vile skanks in these departments have no idea why they exist.
My take is that they represent a kind of politically correct commissariat. They serve the same function as political officers in units of the Soviet Army (and apparently, unofficially, the US Army) during WWII, who were nominally subordinate to the unit commander, but in fact obeyed an independent command structure connecting them with the Jews at the very top of the regime.
HR departments allow the tiny predatory ruling class to micromanage hiring and firing down to the minutest level to ensure that only people slavishly loyal to them get a foothold on the whorporate ladder and to achieve various wider political objectives. Because these departments need to be loyal only to the elite and mindlessly obey their instructions without forming any meaningful relationships with anyone else, they are staffed almost exclusively with females, although as always some men trusted by or part of the elite occupy strategic leadership positions. Since they are independent from the regular command structure they are often outsourced.

They need someone to handle all of the sexual harassment complaints, to file papers with the state when a person is fired, to check references, and to give leave of absences. All of these are duties that a secretary could do, or are otherwise unnecessary. These HR reps earn more than the real professionals who do real work.
I do believe it is part of US bureaucracy to keep the common man down, just like divorce courts, college admissions, and everything else controlled by commies.
