$15K to $25K for a house or $250/month rent sounds pretty reasonable. There is no problem about rent. You can rent whatever you like.
Foreigners can buy and own a condominium unit under certain circumstances. Foreigners cannot buy land.
Foreigners however might contact a developer of a 'secure housing compound'. You might lease a land plot inside the compound of your choice and construct a house on it. Some developers have also already land+house for lease ready to move in for foreigners, usually 50 years x 2, basically for life.
All these contracts are in English and I do not know any legal problems about them. I found developers and real estate brokers well-informed about the legal situation and very co-operative in Cebu.
Criminality is a major issue in Cebu City, and as a foreigner to live in a guarded compound or guarded condominium building makes a lot of sense. Such compounds and condo buildings offer also swimming pools, electric power backup generators, parking for your car etc.
I recommend first of all to buy your home, to settle down.... women will show up by themselves in Cebu. No need to look out for them.
Its a good idea to move to another island far from your wives family and tell them you live in Hong Kong and its very expensive. Lying for any reason is perfectly acceptable. My wives parents are out of the picture and so is her oldest daughter. I just pay for her and her son which comes to about $350/month. Average wage in the Philippines is about $150 to $200 a month.
Foreigners are not allowed to own property except for condos. The house has to go in your wives name. If your wife dies or you get divorced the kids get to keep it.

Most expats prefer to rent in case a typhoon or earthquake destroys the house. Also, Philippines has no noise pollution laws. If you can buy land and houses for as cheap as $15k-$25k in, I'm guessing, "middle class" communities, then I think it is smart for the Philippine government to restrict foreigners from buying property. With prices like those, how long do you think it would be before wealthy foreigners with money come in and buy up every square inch of land in the country, and inevitably corrupting the real estate market there? I could only imagine. Taco, thanks for the information. This intel is valuable especially about the moving far away part from your wife's family to cut down on costs.

haha thats the funny thing about us guys....we're happy as long as we have a good woman who gives us love and sex and we can live in a shack....we'll be happy
