Koreans in the Philippines have no acted worse then any other expats, such as white tourists and military personnel, many of whom have been known to mess around and act rather awfully. The Koreans do go there on a larger scale, because the Philippines is just closer to Korea then it is to America or Europe...
In Cebu for sure, not all Korean men are considered to be sex tourists, there are many Korean men looking out seriously for a long-term relationship/marriage. South Korea is not the place to look for a nice girl, even not for Korean men. There are also various serious Korean businesses in Cebu with Filipino production workers.
Of course, it cannot be denied that some Koreans in Cebu are sex-tourists or otherwise into illegal activity but for sure they do not present the majority. As a fact all countries worldwide have to deal with some foreign criminals of any nationality.
In Cebu, when young people try to get a job, at least only for a few months, it seems they prefer to apply first with Japanese companies and not with Korean companies however. Some production workers told me, while pay is very little everywhere in Cebu, Japanese companies are still willing to pay a little more and do not kick out workers from one day to the other, they also said that Japanese staff is more patient and always polite with them compared to Korean staff.
