There is no reason for North Korea to be so poor, except because of politics.
The country has a good location between China and Russia and also a short shipping route to Japan, and if it would be co-operative and open-minded, it could also work out some agreement with South Korea.
North Korea could earn a lot of money out of being the railway switching point between the normal track and wide track between China and Russia for transit of goods, also a lot of visitors would come in if more open to its neighbors. Also shipping to Japan would help a lot the economy.
I never visited North Korea, but some of our office staff did, not only for tourism but also for business.
This place needs still a lot of investment, very much is missing everywhere - but they are not so many people living there, only about 25 million and the country is not that large.
In case of change of politics, it would catch up quickly.
As long as China does not interfere nothing will change there - however, these pictures are picking out the worst only.
Pyongyang has now about 2.5 million inhabitants and is not in such bad condition and there are videos taken by Chinese and Russian tourists, businessmen and diplomats, also outside of Pyongyang, which cannot be censored so easily.
It is not so difficult to visit North Korea for European citizens too, but it is costly as you have to do it from Beijing.
Tourists are controlled day and night, but other foreigners who are living there for business and government related bodies are not, they can drive with their own car around in Pyongyang, also outside of the foreign community area.
There are various videos recorded during the last years on Youtube about Pyongyang and daily life there and also a few videos about some other cities outside the capital.
For sure some cities in Africa and Asia are worse than Pyongyang, which in general is considered to be a clean city, however all is in rather poor condition because of lack of maintenance, lack of machinery, lack of service parts, etc.

Like Cuba. Why is Cuba in poor shape? Because all of these trade embargo. North Korea trades mostly with China and it's not even a fair deal. Honestly I'm not pro communist or anything but it's really the politics and trade embargo that is causing the North to be so poor.
