Get short term cheap accommodations in town (hostel or a cheap hotel) and begin looking.
If language is a challenge then locate some expats at a bar or hostel and dig for tips.
1,000 CNY per month should do nicely in all but Beijing or Shanghai or Hong Kong. In my hometown it is 100 CNY per month for 700 CNY per month median income.
