So easy to misinterpret... The guy had a scythe and was physically attacking the health worker, probably himself an underpaid, overstressed chap. I am no Duterte fan but it looks like the locals are starting to make a hobby out of blaming him for every act of malaise that hits the country. A bit like Trump in the US
