I think the cheapest fast track program (around 6 months and clean federal police record from your country plus Interpol) is Dominica. It used to e just US$80,000 but now I think it might be slightly over US$100,000.

Nevis-St Kitts is a good destination...a little tiny place though... Chile can serve you well, but while I have official residency there now, it can take 5 years to become a citizen. A Chilean passport is the best passport to hold in all of South America. Meanwhile, residency allows a full range of activities within Chile.

Another plus of having a Caribbean passport is that by 2015 we can enter the EU/Schengen area with just our passports. EU members will have the same free passage by sea & flight to the islands. Note that they hand picked all the pretty islands http://europa.eu/rapid/press-release_IP-12-1179_en.htm
