If a double barrel shotgun is so much more effective than the M-16, why doesn't the military issue those instead? Not to say that militaries do everything right 100% of the time, but it stands to reason that you might need more than two shots & that you'd need to do more than just make noise with them- or rather, maintain safety for the aggressor with them.
