How to Take Advantage of War and Civil Unrest?

After looking at an aerial view of homes via drone, it made me think of the future opportunities once the war is over. In addition, someone mentioned a movie about war profiteers and sometimes I just wonder how people take advantage of that. But on topic with land. I was looking online and it appeared that land near Homs is going for 70,000. It seems like land is always expensive in developing nations, or even those that are war torn. How can a person speculate in such areas?
