Obviously, two days in a city can yield only the merest of impressions. I'm working on six months in Bucharest now, and would say that to suggest the city is unsafe is a mis-impression. I've never felt unsafe in any part of the city, at any time night or day. Property crime must be rampant, because you can't go anywhere without being eyeballed by a security guard -- I swear, half the adult population must work in that profession. But there is virtually no violent crime.
