Best country for engineers

Hello all,

I was semi recently laid off in January and have been having a hard time finding new engineering work (oil and gas chemical/process engineer). Are things better in Germany or Norwary for engineering.

I have been looking at applying to statoil but as an american working in Norway would I just be another at-will employee like in the USA.
