By "hotties" you mean professional models, or just very pretty girls who work in an office? I know Ortigas is home to the Asian Development Bank, which is a world-class banking institution and, I can imagine, attracts quite a lot of the tall, smokey hot types, and not just from the Philippines. At one of the two Internations meet-ups I had in Ortigas, there were 2 very pretty and tall blonde girls, one Russian, one Israeli. They both worked for ADB.
Basically any city of Metro Manila that has a CBD (Central Business District) will have its well dressed, good looking people walking around, as that's where you will find the large corporations, the multinationals, etc. Ortigas is a CBD and so is a large part of Makati and Bonifacio Global City, which is shared between Makati and Taguig.
There are also other posh hotspots that are not officially CBDs but have first-world estates full of modern offices. Quezon City has Eastwood and Ayala TechHub, near UP Diliman. Around where I work the Pasay City Government is building a new CBD called Bay City. The lion share is still casinos, resorts and hotels but, from what I read, there will be plenty of new offices and top-notch residential areas soon.
And then there's New Clark City, very close to Angeles City. If it looks even half as good as the picture below, it will be the Makati of the future.
In any of these places you can find hot girls who are not model by profession but are definitely "up there" in terms of looks.
Whether they as approachable as the average Filipina from the province looking for a foreign man, I don't think they are. From what I have seen they are harder to attract, chase and get. Also to consider, Filipinas usually marry young, late twenties at the latest, so most of them will probably have boyfriends or husbands and not be very open to flirting or being flirted on.
I think one way to look for them and talk to them is probably at one of the many social gatherings they attend. Office parties, product presentations, trade awards ceremonies, friends' and colleagues' birthdays, baby showers, despedidas etc. I have personally organised dozens of these events at my hotel and saw countless of these kinds of beautiful people. Like I said, they sound classy and educated but that doesn't mean they are impossible to get.
