Central European winters are not very cold at all, actually. They're pretty mild compared to winters in Russia, Scandinavian countries, or some US states. As far as cost of living is concerned you don't have to live in a center of the big city to enjoy the benefits of the proper European society in countries like Czech Republic or Poland.
