I hope that is the case. There seems to be some grey area in some states at least. In some states, including Florida, even though the beach is publicly owned, adjoining property owners can sometimes restrict access. In Oregon, you cannot restrict access or put up any kind of fence, though you are not obligated to let the public cross private land to access.
