Possible Loophole to Temporarily Control Property as a Foreigner

Hypothetically, are either of these two things possible loopholes in nations that prohibit foreigners from owning property and land?

The foreigner buys it on behalf of a trusted local but the local must sign a non-revokable lease valid for in perpetuity unless the foreigner wishes to end the lease. The only obligations that the foreigner has are to pay the $1.00 per year rent and any associated taxes, maintenance costs, and fees on the property. The foreigner has all rights to develop the leased land and modify structures on the land, without consulting the legal owner, and the lease agreement is automatically transferable to the leaseholders descendants unless the descendants reject it by not fulfilling obligations under the lease or choosing to reject inheriting the lease and therefore all property under the lease returns to the local that owns the property (or is sold and any increase in nominal value and any value of structures added to the land and any structures improved upon will be imbursed to the lease who paid for their development)?

I assume that the best option is to find a law firm that can act as a permanent intermediary on behalf of both the foreigner and the local.

Or, do most nations that prohibit foreign ownership of property already have a way to prohibit this possible loophole by utilizing a lease?

I've been reading a lot more about legal systems and thinking about loopholes to accomplish financial things.
