Hi,
I have read on several forums where some guys had to purchase a throwaway ticket, go to the consulate and get Visa Extensions, etc. I went on the Philippine Embassy Website, downloaded the application, had it notarized, got a money order for $90, made copies of Drivers License and Birth Certificate, a return prepaid envelope, and my passport.
I went out to check my mail, and my passport came back 10 days later with the Visa. It was pretty sweet not having to jump through the hoops for an tended stay.
