In my experience, these rankings give a good idea as to which cities are cheap or expensive. But you can't use them to get actual costs.

For me, hotel or apartment rent is about 50% of my annual living expenses (not counting money I give my sugarbaby in Ukraine) because I move constantly so have to pay top rates, whereas someone with apartment on long term lease could get much lower rent. I try to avoid cities with high hotel/apartment rents.

If you were in a second tier city like Kharkiv, and the woman was just average looking, not rich, liked you, and you were there permanently, she might be very happy with a steady $200/month, given that typical salaries are under $500/month.
