There is nothing obscure about this address, it's owned by Smart Telecoms and reports to a hub in Quezon City. In fact the connection could be anywhere in the area (although I doubt it would be very far from QC) and thousands of residential users might be routed through it. After seeing how jam-packed with high-rise condos some areas of Metro Manila are, I wouldn't be surprised.
I would be more concerned about how a poster behaves, rather than where he posts from.

No actually rock is right. This could be a verification method. That's right. It is the address of the router where the user's web request exits the provider internal network and gets visible to the "wide Internet". I did not know it was the administrator's job to reveal to reveal the identity of forum members to the public. If there is no privacy in posting in this forum, then you can consider yourself one less member. No wonder the traffic on this site is shit.
