Is there any advertising advising Ukrainian women not to marry Americans (and other foreigners), or just not to marry Russians? From what I can tell, wives seem to be one of Ukraine's primary exports to the West.

A group of patriotic Ukrainian women are calling on their sister citizens to just say “Nyet” when it comes to hanky panky with Russian men as a protest over the country’s takeover of Crimea.
The sex boycott is called “Don’t Give It to a Russian,” and organizers are calling on Ukraine’s “female heroes [to] fight the enemy by whatever means.”
The campaign was named after a line from a poem by Ukrainian national hero Taras Shevchenko called “Kateryna” that reads “Fall in love, O dark-browed maidens, but not with the Moskaly [Russians].”
Katerina Venzhik, an editor of the Russian news Web site Delo.UA who lives in Kiev, said the no-sex pledge was deadly serious.
“We’ve used this campaign to draw attention to the chaos done by the Russians in Crimea: kidnapping, limiting the rights of people, preventing journalists from doing their work. And yes, Ukrainian women prefer Ukrainian men,” she told The Independent....

It's all just symbolic. And there's no boycott against Americans. Why would there be one?

The symbolism seems rather silly. Are the Ukrainians expecting the Russians to say "Okay, we'll behave. But, PLEASE, Ukrainian girls, please start having sex with us again?" Especially when there was no major Russian sex tourism to begin with. As for the Americans: are people in Ukraine bothered by Americans going there in search of brides (or in search of some casual coitus)? Do Ukrainians tend to view the Americans as easily-scammed suckers? Or, do they tend to say "Welcome! Enjoy our women! Take the prettiest one home with you, if you want!"

Strange, I never asked. The thing is, there are not that many Americans there to be seen anywhere. The ones who go there do so with tours and stay on a pre- arranged dating path at restaurants and clubs especially rented for that purpose. They don't mingle with local men. The main reason is the language.
American men are really a non-issue. No one sees them anywhere- that is how few there are and how isolated those dating meetings are.
They visit for 2 weeks, meet a girl through an agency and go back home. Then, they petition the girl or go back to meet some more- again through an agency and activities arranged by that agency. So, this is a totally artificial ( although it doesn't mean bad) way to meet people and is very isolated from the local society.
Also, if Americans are white ( which is the 99% of them there), they don't stick out. It's not like being in the PH or Thailand where people see you from buses and stick fingers at you. So, if he goes down the street with a local woman, he doesn't get a second look.
If Americans go there and do it on local terms- learning the language and trying to meet people the way locals do, I don't see any problem. Again, it's not Asia.
But few do. You can count them on the fingers of two hands, maybe. The ones who do, don't get much attention from local guys. There are enough girls for everybody. I can't think of any one case where an American guy would go and get told to go back to his country and pick on women there.
Now, if it's someone who is of another race, like an Indian guy or an African guy, well, then he sticks out. In that case, you will have to be aware of angry and/or sometimes just curious looks flashing your way. Just like what white guys see in Asia.
So, to answer your question- the attitude would be that of neutrality if it's a white American.
