A normie is somebody who blindly follows whatever the mainstream deems fashionable or acceptable. That is the original meaning of the word.
The confusion arises from the fact that so many self-perceived misfit subcultures have appropriated the term to refer to anybody who isn't part of their own ingroup. Now autists call neurotypicals "normies", nerds use the same term to refer to non-nerds, and incels do the same thing with non-incels. All of the above constitutes a misuse of the term in my view.
A NPC on the other hand is a human being who lacks a divine soul and is simply animated by a more rudimentary form of consciousness - possibly one of a collective nature. NPCs are also known as "organic portals". Those who subscribe to a Gnostic worldview suppose that NPCs are fake lesser souls created and incarnated by the demiurge, although there are others who believe that they simply constitute a more primitive and less evolved manifestation of consciousness. Of course, here I'm not talking about the political meme; I'm talking about literal NPCs/soulless humans which some people theorize to exist. Are those who unthinkingly follow the norms and meet the expectations of society intellectually inferior to those who unthinkingly follow the norms and meet the expectations of some niche group?

I would say that anybody who unthinkingly follows the norms of any group is intellectually inferior. That is because such people lack critical thinking and discernment.
But what you have highlighted is an interesting point. I call it the paradox of nonconformists. Many groups who claim misfit status and criticize the herd mentality of the mainstream suffer from the same kind of unthinking conformity to the norms and expectations of their own niche group. They create their own echo chambers and even go as far as policing the thoughts of their members and organizing witch hunts against those perceived as heretics. In the end such niche groups end up becoming as conformist as the mainstream.
I even observe this same mentality in things as mundane as subcultures and fandoms. Fans of a certain musical genre or fandom considered non-mainstream often look down on fans of mainstream genres and fandoms and disparagingly call them "normies" while at the same time conforming to exactly the same aesthetic tastes and cultural values as the rest of the subculture and fearing mockery for any perceived deviation (What? You like X band? That's not real metal! That's just some normie shit!).
I myself have never belonged to any defined subculture. I've always been a lone wolf. The path has been lonely and I've never really felt much of a sense of belonging but at least I've been able to think for myself and discover my own values and follow my own heart without feeling obligated to conform to any group's imposed standards. I feel much more free this way.
