Do you know this film?

There was a low budget film that came out about ten years ago and I'd like to see it again but can't remember the title. It's about two loser buddies in their twenties who go to clubs and bars in the US trying desperately to look cool and pick up women. Their only pick up line is "WHATSUUUUUUUUUPPPP???" which they repeat with monotonous regularity. They are hopeless with women and crash and burn 99.9% of the time. (It's not Swingers with Jon Favreau - it's simpler and more idiotic than that - the flavour is a bit like Dumb and Dumber.) I think one of them gets lucky with a woman and she spoils their friendship, but they make it up in the end.

I'm pretty sure the actors in real life did a double act on one of the popular comedy/chat shows on US TV (not Cheech & Chong - much younger than them), and the film grew out of a sketch they did. One character is tall and the other is short, both with black hair, maybe Latino/South European looking.

Any suggestions for names/titles I can look up on IMDB gratefully received.
